    African Union establishes Africa Credit Rating Agency to enhance financial transparency

    PORT LOUIS, MAURITIUS / RankWire.AI / – On October 7, in Mauritius, the African Union officially inaugurated the Africa Credit Rating Agency, or AfCRA. This new entity will concentrate on rating African sovereigns, corporations, and other issuers, aiming to offer independent credit evaluations based on African data, expertise, and economic context. The launch event took place in Port Louis during the second annual African Conference on Credit Ratings. Mauritius will host the agency’s headquarters as it expands its regional coverage.

    AfCRA expands Africa-focused credit rating coverage for governments and businesses.

    The African Union initially endorsed AfCRA’s creation in 2018. The initiative received backing again in July 2023 when African finance and economic planning ministers approved it in Nairobi. During 2024 and 2025, the African Peer Review Mechanism led efforts on governance, methodology, and operational framework, although AfCRA now functions independently from that process. The institution operates on a private sector-driven, self-funded model, with rules that explicitly prevent government ownership shares in the organization.

    At the formal launch, Mahmoud Ali Youssouf, Chairperson of the African Union Commission, joined Mauritian officials and institutional partners. Attendees included Mauritius ministers Dhananjay Ramful and Jyoti Jeetun, along with senior representatives from African and international bodies. Youssouf emphasized that AfCRA should deliver reliable, technically rigorous analysis of African economies and credit risks, highlighting the importance of independence and adherence to global standards. He stated that the agency will complement, not replace, existing international credit rating providers.

    Independent evaluations rooted in African data

    AfCRA’s scope encompasses sovereigns, sub-sovereigns, companies, and financial institutions across Africa. Its core objectives include increasing transparency, bridging information gaps, and enhancing market intelligence. The agency also seeks to facilitate better investment decisions through evidence-based credit assessments. Its governance structure explicitly prohibits government ownership of shares, incorporating safeguards for transparency, credibility, and conflict of interest management. According to the African Union, these measures are essential for maintaining the independence necessary for credible ratings and fostering market confidence.

    Following years of debate over how global credit markets evaluate African borrowers, African policymakers voiced concerns about information shortages and the impact of local economic conditions. AfCRA introduces an additional analytical resource into the credit rating system. The United Nations Economic Commission for Africa supported the development, collaborating with African financial institutions and other partners. The commission noted that the agency will incorporate African data, insights, and perspectives into credit assessments, complementing established international rating agencies.

    Mauritius chosen as the hub for the continent-wide rating organization

    Mauritius was selected as AfCRA’s headquarters due to its robust financial sector and strong ties with international markets. The African Union highlighted the country’s regulatory environment and its connectivity with both African and global financial centers. Mauritian officials participated in the Port Louis launch, with AfCRA operating from Mauritius to serve issuers across Africa. Its mandate includes providing credit ratings and related analysis for both public and private sector borrowers seeking visibility in domestic and international markets.

    This launch transitions AfCRA from an African Union-supported project to a fully operational continental credit rating agency. Its establishment introduces an Africa-focused component to the region’s financial landscape. The agency asserts that its evaluations will be based on independent analysis, regional data, and technical expertise. It will assess creditworthiness across various categories of African issuers. The African Union positions AfCRA as an additional source of credit information for investors, lenders, governments, and businesses active in African financial markets.
