The updated architecture features technical enhancements to the baseline hardware and includes an additional layer of 66 low Earth orbit satellites dedicated to defense, national security, and emergency agencies. Technical evaluations suggest this expansion will raise secure governmental communication capacity by 60 percent within the EU and by 54 percent globally, improving regional emergency response and critical infrastructure management during crises.

The SpaceRISE consortium, managing the primary development and a 12-year operational concession, includes major European satellite operators such as SES, Eutelsat, and Hispasat.
