UAE President Sheikh Mohamed bin Zayed Al Nahyan and German Chancellor Friedrich Merz attended the unveiling of 12 agreements, memoranda, and declarations at the government level. These agreements span sectors such as investment, energy, technology, aviation, security, legal cooperation, environmental issues, data systems, and culture. They serve to expand the framework of the longstanding UAE-Germany Comprehensive Strategic Partnership, established in 2004.

The Strategic Dialogue aims to foster collaboration in regional security, defense, trade, investment, energy, climate change, digital transformation, transport, education, and emerging technologies. Both nations also signed a declaration of intent to create the German-UAE Investment Council, which will act as a platform for public and private sector collaboration on investment projects. Additionally, officials revived the Joint Economic Committee, strengthening bilateral channels for commercial and economic discussions.
The agreements include new protocols related to air transport access for UAE national airlines to Berlin Airport, as well as cooperation on passenger procedures, crime prevention, and mutual legal assistance in criminal cases. Other documents address defense and security collaboration, environmental policies, data hosting, and information systems. Both governments also committed to expanding energy cooperation and signed a memorandum on cultural collaboration.
Economic dimension highlighted with a €40 billion investment package
A significant outcome of the visit was a UAE investment package worth 40 billion euros directed toward Germany. This package targets the development of advanced digital infrastructure and includes plans for new data centers with approximately 1 gigawatt of capacity. Furthermore, UAE and German firms signed 29 commercial agreements and memoranda valued at over 9.356 billion euros, expanding the economic scope of the bilateral talks alongside the government-level agreements announced during the trip.
Trade and investment figures also emphasize the strength of their economic relationship. Non-oil trade between UAE and Germany reached $15.5 billion in 2025, representing an increase of over 14% from the previous year. Investment flows between the two countries accumulated to more than $10 billion from 2021 to 2025. Both governments also acknowledged ongoing negotiations for a comprehensive trade agreement between the UAE and the European Union.
Enhancement of energy, technology, and transport partnerships continues
The investment agenda encompasses further corporate projects involving Covestro, RWE, ADNOC, and Masdar. Existing UAE-linked investments in Germany include XRG’s approximately 15 billion euro investment in Covestro. The two nations also identified areas such as liquefied natural gas, renewable energy, and hydrogen for continued cooperation. Their agreements extend to digital infrastructure, artificial intelligence, and other advanced technologies as part of their broader bilateral framework.
Taking place from September 9 to September 11, this visit marks the first time a UAE president has made a state visit to Germany. Discussions in Berlin covered economic cooperation, technology, energy, culture, education, and regional issues. The establishment of the Strategic Dialogue, Investment Council, and the new agreements provide formal channels for ongoing bilateral collaboration.
